MARINE CORPS JUNIOR ROTC CADETS
The Noble Network's Marine Corps Junior Reserve Officer Training Corps (MCJROTC) is the largest of the 230 MCJROTC programs in the country. This year, 840 students across the Noble Network are participating as MCJROTC cadets. The program at Noble's Rowe-Clark Math & Science Academy campus is led by Master Gunnery Sergeant Brian Hampton and includes 107 cadets in grades 9-12.
Rowe-Clark Math & Science Academy opened in 2007 with extraordinary support from the Rowe Family, Clark Family and Exelon Corporation. Located in Chicago's West Humbolt Park neighborhood, Rowe-Clark's student body of 547 students is 99% minority and 90% low-income. Noble is open to any student who has graduated from the eighth grade.
The Noble Network of Charter Schools currently serves 5400 Chicago Public High School students across its ten campuses. Noble is the number one open enrollment high school in Chicago according to ACT scores. According to CPS data, Noble students are achieving expected academic gains at a higher rate than their peers in Chicago's selective enrollment schools. Five of Noble's ten campuses, including Rowe-Clark Math & Science Academy, had junior classes in the 2009-10 school year; each of those schools was among the top performing in CPS for gains in math scores, with high percentages of students meeting expected gains. MCJROTC instills in students key values such as respect, leadership, and self-discipline - all key components of the Noble curriculum and a strong resource for strengthening the Noble school culture.

Purpose of Marine Corps Junior Reserve Officer Training Corps (MCJROTC) The purpose of this program, commonly referred to as "Junior ROTC," is to teach leadership. It does not seek any particular commitment to the military. The current legal basis for JROTC is Section 2031 of Title 10, United States Code. The section is implemented by the Department of Defense. The governing directive, 1205.13 "ROTC- Program for Secondary Educational Institutions," is dated 26 December 1995.
The Department of Defense (DoD) funds and sponsors JROTC through the Secretaries of the Military Departments. MCJROTC is funded and sponsored through the Office of the Secretary of the Navy. Legally, the JROTC program offered in a high school must be no less than three-years and no less than 96 hours of instruction each year. Usually, each year contains 180 hours of leadership instruction and application. The program may extend over four years. This program meets these requirements. Similar programs are conducted nationwide by the other three military services.
There are six major goals of the MCJROTC
First the program aims at developing informed and responsible citizens. The more you learn in the MCJROTC, the more likely you are to be able to function effectively in a career in the community and in family life.
Second, the MCJROTC helps build character. You will learn about ethics, leadership, followership, desirable traits, and self-discipline. If you do well in the MCJROTC, you will be likely to succeed in leadership roles later-in life.
Third, the program is designed to teach you about the elements and requirements for national security. If you master this knowledge, you will be better equipped to make informed and intelligent decisions. Vital issues will face you and your community, state, and nation in the future. National security requirements should not be subject to the emotions or uninformed judgments of citizens. You must become knowledgeable concerning current events and issues which have a direct effect on your nation and, in turn, you.
Fourth, the MCJROTC is a program in which discipline is stressed. A good leader is one who has self-control and will remain calm and competent in difficult situations. Thus, self-discipline is required.
Fifth, respect for authority is of the utmost importance in any organization and in life, in general. You must learn to respect your peers, superiors, and subordinates. Lack of respect breeds unrest and dissatisfaction. The MCJROTC will give you the experience in recognizing authority and gaining the respect of others.
Sixth, the MCJROTC will enlighten you to possible career and educational choices.
The Marine Corps JROTC program plays an important role in the success of America’s children and communities. Since its inception, the JROTC program has been viewed as a strong program that provides youth with much-needed skills in citizenship and leadership. Additionally, numerous studies have shown that students who participate in JROTC programs have better attendance, grades, and graduation rates relative to students who were in general academic programs. These students also demonstrate a higher level of participation in community service activities.
The effects of a Marine Corps JROTC unit extend far beyond the classroom and into the community in developing character, leadership, and civic responsibility. The program makes a difference by keeping kids in school, providing an environment conducive to their personal development and growth, and helping them become productive members of the community. The program ultimately produces young men and women who are ready to accept the privileges and responsibilities of citizenship.
